Program Evaluation

Program evaluation can encompass a variety of evaluation types, including needs assessments, feasibility studies, accreditations, cost-benefit analyses, return on investment, as well as effectiveness, efficiency, formative, summative, goal-based, process and outcomes evaluations. If conducted appropriately, program evaluation has the potential to provide information that helps decision makers:

  • make informed decisions about the extent to which programs (or aspects of programs) are working as intended;
  • effect changes to existing programs to make them more effective; and
  • Implement (or decide whether or not to implement) new programs/initiatives, procedures, or products.

As an organization, you may be interested in conducting an “internal” program evaluation, or you may wish to engage an evaluation consultant to conduct an “external” evaluation. In any case, it is important to understand the basics of program evaluation in order to design and conduct a successful study or to be an educated client/consumer.

RMJ Assessment provides two types of services in the field of program evaluation:

Courses & Workshops

The firm’s courses and workshops are designed to meet specific needs. Preliminary or advanced sessions can be developed as required. During the sessions, participants learn the following skills:

Program Evaluation Studies

We have designed and conducted program evaluation studies in education and other fields in both the public and private sectors in Canada and abroad. All program-evaluation-related consulting work, performed by RMJ Assessment, is guided by widely accepted standards of best practice, such as The Program Evaluation Standards: A Guide for Evaluators and Evaluation Users (Joint Committee on Standards for Educational Evaluation, 2011) and Guiding Principles for Evaluators (American Evaluation Association, 2018). In addition, the company’s approach to delivering services is informed by International Organization for Standardization (ISO) 9001 codes and standards for quality management systems requirements.
